Octavian was a little late because many of the slum areas had eight or nine story buildings, but they would often colapse from overcrowding. Later the height of buildings was indeed limited to correct this problem -- stone and wood is no match for steel.

Limiting the height was a good idea. It wouldn't have prevented fire, but it would have made it easier to control and maybe prevented spreading of it. They didn't have equipment like we do now, so they had to make do...

 

Stone, I would think, would actually be pretty sturdy. Wood would be bad, I could see that.

Nero also limited the number of residential buildings in Rome as the houses were too crammed and the risk of fire due to the nature and materials used was huge.

 

The height of the basilicus was around two stories high supported by columns, just to give another standard for comparison.
