This move is inspired by the desire to INCREASE the Muslim vote (as Muslims look favorably upon brutal discriminatory practices that seek to maim them and them alone), and as a way to get around the constraints of the medical Hippocratic Oath, which requires doctors, including Muslim doctors, to do no harm to their patients.
