Horses in Forum and Palatine Hill

I've had a brief search on this and I can't find any specific restriction. The thing to bear in mind is that horses were used primarily by the Romans as assets of war or perhaps status - they did not use horses to pull wagons. It was more likely a matter of whether the rider was allowed to present himself on a horse rather than the horse itself, and as an act in itself, might have been seen as somewhat arrogant.

 

On the Palatine, certainly, if the rider has the status and purpose to match. In the Forum - for special occaisions possibly.
