Im sorry, that wasnt well defined was it- transoxonian , as in beyond the River Oxus, NE of the kingdom of Bactria -Chinese Turkestan?

Getting back to the superior armies of the Romans I think most of it was the disipline and training of the troops and the ability of the generals to conduct a war - ot just semi manage a rabble as in the case of many of the opponents An example of this would be the Franks who relied on their throwing axes to make a big impact on thier foes but had no back up plan when confronted by archers
