Something I Picked Up at an Antique Store

I found this little beauty for $12 at a huge antique store called "Antique Barn". It's gold plated, but I'm not sure what the plating is over. It's detailed on both sides, and appeares to be struck, not cast (the one side is a bit crooked, and there is no line on it as from casting except for where the bail attaches, and that was likely due to the bail being attached. It's also not perfectly round, and the edges aren't equal thickness all around.)
