Besides their native self-confidence, they were encouraged especially by this help, that day by day great numbers of their countrymen flocked to them, including those who had been sold some time before by the traders, as well as many other persons, whom those who were half-dead with hunger when they first crossed into the country had bartered for a drink of bad wine or bits of the poorest of bread.

 

This part seems to me that is about goths who sold themselves in slavery out of hunger and were now aiding their kinsman, rather then about roman poor (of course goth slaves could be seen as roman poor but then all the goths are roman and we go round in circles)

Isn't it possible that many (perhaps most) of the slaves who reinforced Alaric were former followers of Radagaisus who had invaded Italy with a large force and been defeated by Stilicho outside Fiesole in August of 406? Some of his warriors had been drafted into the Roman army after the defeat, but most were sold as slaves in Italy.
